my brother is Jeddah KSA and wants to send his passport to the Canadian Embassy in Cairo but worried about sending the passports by mail. does anybody here know what he should do.

here is what I'm facing:

CIC needs you to get a police clearance for all countries in which you stayed >6 months.

I lived in Qatar from May 2006 to July 2010 with this condition: from May 2006 till Feb 2007 I was on business visit visa, and from Feb 2007 to July 2010 I was on RP. Now the issue is Qatari authorities will not issue a pcc covering the business visit visa duration, they only issued a PCC covering the RP period, and also refused to give an official letter explaining this. I don't know yet how to go about that.
