Are the applications processed as first come first serve or the point also has an impact.. means if an application with 70 points reaches earlier than an application with say 75 points then which one they will entertain first...

congratulations. But this is very tricky question. if you wait to get PP for minor it will take time , also if you submit later, birth certification of your child will indicate he was born before may. Depending upon your NOC (if it is not in much demand)you may wait and get PP of your child and then only apply for FSW
IELTS for primary applicant was taken on 12-May-2012 and for spouse was taken on 31-Mar-2012, now I think primary applicant is good to go if our application reaches before 12-May-2014, however for spouse will CIC consider IELTS as expired, for spouse do I need to get the new IELTS result or for spouse CIC is ok even if IELTS results are older than two years?
Problem is that next IELTS exam date is on 10-May-2014 and add another 15 days for result and the package being received at CIC office.

I am currently quebec applicant and want to know if i can apply under fsw as well.

It is valid for 2 years. If you are applying in hot NOC and confident to get 67 points without your wife ielts, than submit without her ielts result. Else wait.
