There is a mismatch between the tab "Applications received by NOC" and "NOC stats" in terms of the number of applications. Please take a look at the total - 179 vs. 202. Also check the most popular NOC's - 2174, 2147 and 1112 - there are different numbers. Could you please investigate?
Yes true, but Banks/Credit Card companies have started to replace the cards now, as per them once the new card is issued, the Old card will only be valid for 30 days.
Is this issue just applicable to banks in India or International payment services like Visa, MasterCard etc? If it applies to all then the issue wont be only with India. I guess there is too much problem facing people from India already.

As far as i know, this is specific to India. I would suggest that please check with your bank once and give them a standing instruction to NOT TO REJECT a payment request if its received from Canada for XXXX amonts of CAD.

The CIC site says 16 months but this seems to be old info. Also, I read somewhere that for 2013 CIC expects the processing time to be faster.

Another thing is I am still in employment on the occupation . So in 12(b) of IMM0008-schedule 3, date of Occupation FORM (yyyy-mm) will be the starting date of the job; But what should I write on TO (YYYY-MM) as I can not write there "still in employment or till date" as it would only take numeric value.
So should I write the current month like (2013-06)?

1) Write only those occupations that fall under NOC 2011 and go back until past 10 years. This will also mean that there will be some gaps between two NOC listed occupations if a non-NOC listed occupation fall in between.
OR
2) Write all occupations and go back until past 10 years. Leave the NOC category column with 'NA' wherever it does not fall with any NOC 2011 listed occupations.
My gut feeling is you should go with option 2). I do not see any harm with that, it's only that you provide extra information that will not be counted towards your eligibility and yes You need to have atleast 1 year experience in the NOC you are applying for in the last 10 years. if not all. So as long as you have at least 1 Year of experience which is listed in NOC 2011 and that you think will be counted towards your eligibility, you are good to go.
If you run out of space in the main form, write 'separate sheet attached' in the space where you are required to provide 'Main Duties'. Attached a separate sheet and write everything in the tabular form as you would on the main form.
