YVR has a hotel listed on the website. All 4 ports of entry have hotels listed. If you want to quarantine in the city you will end up doing the rest of your 11 days you are better to connect outside of Canada.

Port of entry is the place where you first land? regardless if it is just a layover?

I assume that you are taking an international flight to Vancouver.
That means you will have to pass the immigration and get into the soil of Canada such that you can go to the domestic terminal to get onboard the domestic flight to Toronto.
Therefore you port of entry would be obviously Vancouver instead of Toronto.
Same principle applies to the 3 days quarantine which requires you to stay in the hotels in your port of entry.

You HAVE to do the quarantine at the port of entry. The port of entry by definition is the city you land on your flight into the country.
Beijing to Vancouver to Toronto. Your port of entry is Vancouver.
Beijing to Los Angeles to Toronto. Your port of entry is Toronto.

Anyway I saw online that later there will be a total of 5 hotels available for booking in Vancouver:

Fairmont Vancouver Airport

Just called all these hotels and the all confirmed that they are going to be one of the hotel for quarantine.

Yes I did but only Westin and Fairmont replied me with an estimate and the others said they are not sure.
Westin said it costs 525/night for a solo traveler and Fairmont said it would be 400-500/night also for solo traveler.

It seems like the cost is quite high for a covid test in Canada.
Here in Hong Kong it only costs around 40CAD and you'll get the result within 24 hours.

Absolutely pathetic that you even need to call to book in the year 2021.

It also took them almost 2 months to set up this plan and there are no websites and not all the hotels are listed. This is the definition of government inefficiency.
