What if you are not in canada but coming from outside canada like Ghana?
The same standards apply. Of course you are at a disadvantage because you can't take advantage of points available or Canadian education or work experience.
For PR, you have the right to work just like a citizen except for a few govt jobs which require high security clearance. Otherwise, same right.
Work permit, it depends if you have an open or closed work permit, open ones are not linked a specific employer, closed ones are.

How can one get a closed work permit as a foreigner how is immigrating to canada under skilled professional program?
