If he is being refused it's probably for a good reason; most of the times it is. Since you didn't give us any details on his case, though, we can't really know.

Details were given in the post above (true story). He is not a relative but I know the family and the story very well. There is nothing wrong with him but political stand. If there has been anything wrong with him, however small it can be, he would have been sent out of Canada long ago. Sometimes, immigration Canada gets me the feeling that it is for those who know how to use it for their own benefit. I know horrible stories of how people used and abused the immigration system. But let us not go there, for now.

No, you gave your personal opinion on him and his case, which you'll have to forgive me for not believing is necessarily the whole, objective truth.

You haven't even told us where he is from or why things became "untenable" in the U.S.A. You mentioned that political circumstances in the U.S.A. forced him to leave, which is obviously nonsense, because there is no political persecution in the U.S.A.
