Form IMM 5406 - Additional Family Information

Does anyone know how to fill out form IMM 5406? I want to sponsor my mother. I have two married sisters. Do all 4 of us have to fill out the form as the Instruction guides says that all children over 18 years of age regardless of Canadian status should fill it out. Also, we are not dependent children to our mother, but the form says "all dependent children". If so, in Section A, if my sister let's say has to fill out the form, she will put her name, but the relationship will show as " applicant" ? This is so confusing. Can anyone help?

you can sponsor your mother and include your sisters as your mother dependents if your sisters are not more than 22 years of age.....refer definition of dependent.

application to sponsor parents for 2019 is closed.....you may consider applying in 2020.

So then the instruction is for 18 year olds and older that happen to also be dependents. thank you very much.
