Agreed I was just at PAFSO's Facebook page and they have a write up on it there as well. I guess Harper is to busy making friends with that crack head Rob Ford in TO right now, to worry about on of our own getting killed overseas. Once again, shows the Con's indifference to the people of Canada.

I think it depends on the applicant and the visa office. From what I hear Manila is cranking them out at record pace, while offices like Vienna are barely processing anything. I'm going through Ottawa, which seems to be somewhere in the middle. I applied in February and got my PPR earlier this month. Hoping for DM with the next few weeks. In some cases CIC is transfering apps from one office to another because of backlogs. I think right now Ottawa is processing mostly US PR apps, but is also processing ones from a few other countries.
Sao Paulo VO since last week has flooded with PPR's. But it was still since end of may we didn't hear from them. It makes me think that student's visas slowed down everything.
I would agree that the July mid-August months were focused mostly on processing student visas and tourists visas then probably after a record breaking release of these, they made another record breaking release of PPR and PR visas during end-August prioritizing expiring medical results of the applicants at least that's what I observed from the Manila VO
