Go with what costaudjoe commented. Your sponsor never stopped being Canadian so if they can get no representation from Consular Services then contact the MP in either the area where you plan to live or where your sponsor grew up.
Oh okay, Does your sponsor have parents living in Canada, they can contact the MP that takes care of where your parents live as well.
When we contacted all they asked for was an address to prove I was in there riding, but other than that they helped without any further questions of where I was living and such.
I was living in BC for 4 years than in Mexico for 1 year. So when I contacted my MP I had been out of his riding for 5 years, but since my parents still lived there I just used there address without any problems.

Yeah, salaries have been generally flat in the private sector for decades while prices have risen. Yet Harper brings in more legislation to help keep private sector salaries low and now is forcing down public sector to match. It would be better to set new standard levels of income and have public and private sectors at least meet that basic level at a minimum. I notice they aren't too keen to shave their own paycheques, expenses or perks. And the Conservative senators Harper appointed are showing just what the "Action Plan" really entails...
