My dad is divorcing his Cuban wife in Cuba (she is not a permanent resident as far as I know, but they were going through the process). Will this be recognized in Canada? Will he need some papers translated and authenticated to make it recognized here? And if so, where would he get this done (ie Cuban consulate in Toronto?)

The divorce is recognized by Canada so long as it is valid and legally carried out in the country where the marriage took place. if your dad is not going to Cuba in person for the divorce, he must hire and attorney there and request a power of attorney document (through the consulate) in order for an attorney to act in his name in Cuba.
Once divorce goes through, will have to be legalized by ministry of foreign affairs in Cuba and translated in Canada by approved translator.
