I returned from USA, i was on student visa, did not complete bachelor's degree left in-between and returned in 9 months (visa was for 5 yrs will expire in 2013 and now i m doing masters and wil finish in 2014 so can i apply student visa for usa or canada again ... will they reject my application ? please guide me.

The link given in PMM's post did not say anywhere that passports are not acceptable( it is just saying that the applicant got failed to prove relationship) , thus you just need to prove relationship with your Canadian uncle. Passports of your mom and uncle will suffice if you will make a nice family tree on separate page to link everybody (no lengthy description, otherwise they are not gonna read it, keep it very simple). Visa officers wants everything clear and self explanatory. Give affidavit about it, as well as your uncle needs to give a notarized affidavit.
Moreover, at the time of immigration your uncle must have given all details of siblings in family background form. Visa officer also check that detail.
The case refereed here (in link provided) belongs to some crappy guy, sorry to say that, check points given, 15 for education, 0 for adaptability,etc etc. In those kind of cases even points bann v jaan but fir v visa officer daa dil rejection daa hee kardaa, ohnaa nu aidda diaa he instructions hundia, ohh bus bhanna labhday aa rejection daa, this is very very true, so just don't worry about these kind of lame examples, hopefully nothing will be applicable to you.
