if it is working on a food packaging line then there is no way that you would get a LMIA for that and the agency is just trying to extort money from you. If it is designing and managing a food packaging line then you might have a chance.
I like tasty food, especially bakeries. Old methods of baking were almost completely eradicated when these new methods were introduced and the industry became industrialized. The old methods were seen as unnecessary and financially unsound. During this period there were not many traditional bakeries left.
I don't know how it would be difficult to get such a job in Canada if you are not a citizen. I worked for about a month on food packaging in a small town after I moved to Canada for the first time, it was hard for me and I left back to my country. it was a few decades ago, then everything was different. for me, it was basically a way to get free food without money. now I very much doubt that someone will go to support you if the law does not provide for this. As far as I know now, when you get a visa, you can submit a request to companies that help people who have moved to find a job, so you can find a job even before you move to Canada. I hope you will succeed, I wish you success in this difficult task, the main thing is not to hurry.
