I guess CIC sent you proper email. It says about work permit extension not Visa extension.

You cannot get a new visa at the border,you renew your visa in Ottawa.You get permits at the border

I spoke with 2 ppl from CIC and they sent me the same info. I looked at it and decided I am not eligible. My passport is from India and I do not meet the eligibility "I am from VISA Exempt country"

Not sure if they changed rules.

you can get closed permit at border even if you don't belong to visa exempt country, there is a provision for that...the condition is that the flagpoling must be done coming from states and you should have a valid work permit when doing flagpoling.

Dude, you need to understand. Nothing is related to passport. I am from India too and got closed work permit.

Once I get the fee receipt from my employer tomorrow. I will go to the border tomorrow.

You can flagpole regardless of your passport and without needing a visa.I just flagpolled 3 Filipino tourists with a positive LMIA for wife and got her a closed work permit,open work permit for husband.Study permit for child.I am flagpolling a Brazilian without a US visa tommorow to get a spousal open work permit.This year I had flagpolled Ukranianians,Russians,Iranians 3 times,Filipinos,Kazakhs,all without issue.According the CBSA officer I know,they average 50-60 flagpoles at the Peace Arch crossing daily here in BC
