what do they mean exactly, after Feb 26 2008 or after Nov 2008? It is really confusing. If they are correct, what about those received after Feb 26 -2008?

oh...one comment from me: Nothing I believe in this update, how can they mention that Buffalo take almost 8 - 16 months to finalize applications while we who applied under the FAST TRACK SYSTEM are still waiting a year after the medical now. It is nonsense.

Hard to believe these time lines. We, who applied in 2009, are told that it takes 64 weeks for Buffalo to start processing our applications. Applications sit in their office for at least a year before being processed. Six or eight months to finalize? Are you kidding me?
It is correct! The OP6 clearly indicates that processing times are calculated from the time visa office eligibility review is complete that is when your file status changes to In Process. A friend of mine sent full application to Tokyo visa office in April 2009 and it was there untouched until January 2010! Now she has received medicals and PPR and is expecting to have here visa in a month. So for her it took more than a year but for the visa office statistics 4 months only!!
Still, the processing times are misleading I suppose!

New Delhi yes, they are super fast under the new rules, they even have finished some cases within 4 months, but Buffalo Nooooo way to start even the processing before 8 months not to finalize it within 8 months! the update is not accurate.
My application has been stuck in Buffalo 6 months ago without any responce or progress except their AOR.

My medical expires in April (now), and I applied 28 Feb 2008!! That is just nonsense. This whole thing about time processing update makes no sense, it is the very opposite of reality (I mean Buffalo). Other visa offices like London and NewDelhi are really fast though
It makes no difference for me now.
Looking at those before Feb 27 2008, well at Buffalo it says it takes 16- 27 mos to finalize an application. I am almost 27 months now since filing my application. I became an expert at waiting. I will see what happens these few weeks.

Hi
Look at applications filed BEFORE 28/02/08 and note the numbers are averages.

If you applied Feb/28/08, you realize of course that NO applications for FSW were processed until Nov/08? So CIC is not counting that time until the instructions were issued.
Buffalo timeline is Bullshit.Yes,New Delhi is giving results in 6 to 12 months. But Buffalo with the indicated time line, it's nonsense.I can laugh at it for 6-12 months without stopping.
It's getting slower and slower. It was up to 52 weeks for Buffalo to start processing apps. Now it's 64 weeks. And someone started saying 72 weeks. It's definatly getting slower. The best time to apply was between March-Dec. in 2008, I think.
