Filling the IMM1294 forms to apply for Study visa

do quebec requires more funds than other states? I will be paying one year fee and GIC inverstment of 10000 but one year living expenses as per quebec govt are 12000 ,, what should i fill in available funds fee+gic, but gic is 10000 not 12000

my degree is program is for 4 years do i need to fill 4 year tution fees or just one year, and what about room AND board.. 4 year or one year
