file number delayed for almost 7 months

I applied for QSWP since February 2014, up to the present I did not receive my file number. I'm still waiting for it. My agent said I will just wait 3-5months. But, it already reached 7 months. Nothing. It did not arrive. How long is the processing time? Can anyone help me. I feel anxious and stress.
