Payment by DD is better and secure. If ur visa office is ND, then check the payment mode.
If DD in CA$, then it should be in name of "Receiver General for Canada". Write ur name, DOB on back of DD.
In credit u can give the details, but sometime there are technical issues in charging ur card. After several times of trying to charge, they will return ur application mentioning the reason

Yes my local office would be Delhi. But I guess the package is to be first sent to Nova Scotia for the initial assessment.
So you are saying the DD should be in Canadian dollars for the first stage right?
