Hello. I am feeling so hopeless, frustrated and depressed. After working for a year for a BC Health Authority with nothing but outstanding performance and recognitions from directors and managers, HR told me they cannot support my BC PNP application as they cannot prove they couldn’t fill the position with a Canadian. I don’t know what else to do. I am an IT Engineer, with a Master degree, CLB 9, 1 year experience in Canada and more than 8 yeaes in home country on TEER 0. However I only have 421 points in EE despite I am eligible for FSW and CEC. My work permit will expire in August. I don’t know what to do now. I would move to any other provice, but no idea where to start.
Learn French now. Did you not ask them when you started the job as most employers will not support nomination? Moving provinces will really not help. Maybe Sask. if you can find an employer will to support your nomination or through EE stream (check if NOC and SINP score are selected). Think you need a license too.

I asked my Manager and he said he will support. Then, when I formally requested through HR, they got feedback from my manager, whick told me then “I send all the information to HR, it should all go well”. Then I got the rejection from HR yesterday.

A manager should have never said that it would be possible since it is out of their control. BC Health stopped supporting non-HC worker jobs in BC health because the majority of applicants were not actually healthcare workers which was the aim of the program.

Your HR is right. If the job can be filled by anyone they can't prove that they couldn't find a Canadian or a PR for it. This is a good step by the HR.
Immigration is a roller coaster. We all have been through it in one way or the other. Pick-up french before it gets too late, else that too will no longer be an option (everything saturates eventually and we are in a hype-cycle of french now).
