Obviously there would be cases where it would take a long time, there could be many reasons, something in their applications required more processing, their background checks took longer, some step was delayed, lots of reasons.
Doesn't mean that it would take such a long time for all applications.

Hey man, congratulations. In your "ready for visa" email, do they require photos and Bio Data form?
In the email for me, they said:
We require a VALID passport and 2 Immigration size photos with the specifications listed on the following link: (http://www.cic.gc.ca/english/pdf/kits/guides/3998E_tempA.pdf). Photos are required for you and for each accompanying family member. Please fill the Bio Data form included at the end of this letter.
It's not an attachment but it is provided at the end of the mail. I would say print the entire mail and tear of the bio data portion and fill it and send it.
