I received multiple updates like that with no change in tracker. Nothing to worry about, it is probably something IRCC does on their end that doesn't necessarily change the state of things in the tracker.

Mine is express under Alberta pnp and I got bil after one month . Mine Aor was 25 the feb

However my application was refused because they said I sent them a WES evaluation with a course-by-course evaluation rather than an ECA report specifically for Immigration purposes. I was able to get the ECA report from WES within a day. Do you think I should apply for a reconsideration request or start a new application?

Start a new application. It happened to us, they won't open your application again.
