Yes

Oath pending applicant used to face this issue before but these days Test ones also face it. It starts working once IRCC marks your test as completed.

I applied on 15 Feb, paper application. ECAS updated on 16 May with In Process, and tracker has a ghost update on 18 May, just mentioned as "New Update", though none of the item updated

I'm a march applicant. I had a ghost update yesterday. Today my background check was marked as completed.
