For paper based applications there are massive delays. Give that you submitted your application on December 17, 2020, just give it some more time.

I hear you but pnp nomination has an expiration date. Should I be concerned. Should I contact the provincial gvt and let them know I submitted an application but no response. Or will I hear from ircc before that expiration.

The date the application was received by IRCC, as on that day the PNP nomination should be valid, and if it is, the same will be taken into consideration.

Even Indian government offices are better than these guys. last week they said, this week we gonna have PR biometrics opening and now they are retracted that statement. Now they are saying "Near Future". So don't expect anytime soon

I work in govt department, and trust me we are way too punctual than what the picture was in past.
