Exactly my thought. Notes are taking 3months at the moment and we are expected to have a decision before the notes arrive. So I don't see a point in ordering them at this stage

Mine's 19th February, 2021. I'm trying to patiently (but mostly impatiently) wait as well! Pretty frustrating.
The fact that GCMS notes take forever (and some people never get the notes at all) is the reason I haven't ordered them yet either. Submitted webforms three times with no success.

Even i send them various web forms and had similar experience as yours.
Always received the generic reply.
And trying to remain patient but its hard i admit.
Life has just stopped. Feels stuck.
Rest of my friends and family are all settled. And the fun part is my sister amd my brother in law both are Canadian PR and my parents are going canada in april. So i am left with my wife.
Not able to make a decision on whether to buy a car or house or even have a child.
For IRCC its just file but for us its our life.
And more painful part is AOR after ours are getting PPR

Your case is a lot similar to mine. My brother and sister-in-law are Canadian PR holders. My mother is a citizen of Canada. & here I am with my husband, both just trying our best to wait patiently.
I would say buying a car may not be a good idea (unless you have plans about what to do with it once you get PPR), but consider going for having a child. The way the files are being processed now, maybe within six months we will get a response (and if we get lucky, then even earlier). If that happens, your wife can give birth in Canada. Better not to delay some things in life for IRCC!

IRCC rationale for granting late /Q42021 PPR before early 2021 (Jan - May 2021) is quite illogical. No justification whatsoever. They could at least communicate to applicants what they doing to treat their applications
