These will be set to "Completed" when your ECAS goes to "Decision Made". For some, it happens soon and for others, takes time. Currently, I've seen DM for 2 - 3 September 2020 applicants that has happened within a month after the test.

In the sheet it’s marked as decision made for me. I checked today and the overall status is still in progress in trackinv. Does completing all the checks (except oath) means decision made? Thanks

Yes. If you check your ECAS, it will likely show "Decision Made".

Are there any Feb 2020 applicants still waiting for Citizenship?

Yes. Last update I received was Background Verification completed on April 22nd.
Language Skills, Prohibitions and Physical Presence In Progress. Citizenship Test and Ceremony Not Started.
I'm a single applicant from Toronto.

Is there any way of finding out why it's taking so long to move forward?

Yes. If you check your ECAS, it will likely show "Decision Made".

Well, that's up to you. You can contact IRCC and tell them you won't be in the country when you're scheduled for oath and provide them with a tentative date of return. If IRCC accepts this rescheduling request (usually, they do), travel and you can notify IRCC once you are back in the country. There isn't a "maximum window" of sorts for rescheduling an oath ceremony.

But be warned, there is no guarantee that you will receive another oath invitation soon after you are back in the country. Given that there is already a backlog for oath, it might take a while before you get your next invitation.

My status now shows that my citizenship oath is on 26th Aug but I haven’t received any email. I read that it happened with some members. Anything I can do? It says waiting on you.

It happens to ALL members (not just some). You'll receive the email only about a week before the oath date.
