I don't think it is going to take Feb 2020 applicants until September to receive a test invite. They are now processing Oct - December 2019 applicants. Jan and Feb should follow. Probably in towards the end of first quarter.

Well, can't be right all the time but I said this on December 24th last year :

June applicants have been getting IP lately. I expect majority of the June and July applications to go into IP in Jan; August and September applications in Feb (probably even in Late Jan if they work expeditiously).

This is happening as exactly as predicted. If we get the pile of documents I have requested from IRCC via ATIP, we might be able to learn more about what they are doing to tackle the backlog and if (and when) they are planning on increasing the test invite volume.
