If on page 2 under the Assessment section your Eligibility is Passed and also Security is either blank or "In Progress" then it's conclusively passed by an officer.
Sometimes Eligibility is Passed by an officer and Security would say "Not started" then in that case cross check with the comments in the "notes" section in the last few pages of the Gcms Notes to looks for "OFFICER REVIEW" and the associated comments.

I’ve checked the notes 1 and 2 and I see agent review says ready to finalize and case analyst Says documents set for review respectively . So it wouldn’t have been passed by Officer could it?
I think you are passed too. I would suggest calling them. The agent I spoke to confirmed that everything had passed. GCMS notes only confirmed when. But let me tell you, I had to really fish for answers. He kept saying my application was in good shape and that I should have some patience. I then asked if an officer had reviewed my application and if eligibility and security were passed to which he said yes.

If your security is blank then it is in progress. If your eligibility is passed by a case analyst, then the recommendation is followed by the officer. Usually after the case analyst's note / recommendation, the officer will make a find note and make a conclusive decision on eligibility. However, in come cases, the note may not be there or it may just be there as label admissibility passed starting with ******OFFICER*****
The note that says documents set for review, would be an older note which would most likely be a R10 note.

You should send a webform and inquire. What matters is eligibility. The webform will give you a good idea about the eligibility and if you need an in-depth details, you can request your GCMS notes.
This is quite normal and indicates either criminality or security screening is being conducted. If your Eligibility has previously passed then it's security screening that triggered this message. No point requesting Gcms Notes for this, best to raise a web form if it all. Security information in Gcms Notes from IRCC is redacted anyway.

My timeline is same as yours and I am Indian citizen residing in US... file untouched since April/May... just hoping for some change in the application as each day passes by....

My eligibility is "recommend passed" and the latest update based on the GCMS notes that I got a week ago was in April when the eligibility was reviewed by a case processing agent and they recommend passed. So, no officer has yet looked at the case. and the note about background check has been the same in my online profile since the beginning, and never changed to "we are processing your background check". @legalfalcon do you think I can do anything to speed up processing? Should I ask for any specific information in webforms or when I call IRCC?

You cannot do any thing specific to speed up, you can can definitely seek information on the processing. The GCMS notes are a few days-weeks old when they are released. However, if your BGC status in your account hasn't changed then that would indicate that your security has not yet started. Usually the security only starts after the eligibility is conclusively passed by an officer.

In the webform, you should ask for the status of your eligibility and security and the date when the eligibility was passed and the specific date when the security was initiated. Usually IRCC has standard format responses, but in some cases they may give specific details.

I’m in a similar situation. my background status changed to this message after providing biometrics about two months ago, nothing happened since then. I also got RPRF request around the same time. Not sure if that indicates eligibility passed. AOR July 2020
