SAme here! I was devastated my package was received first week of November 2018. According to an officer I was supposed to send it to Mississauga and then was returned to me because it should've been Nova Scotia. I sent it the next day and then it was received November 29, 2018. My package was returned again because I was missing the additional family information form. I was so devastated and sad because it meant that I had to start from Zero again. I sent my application again and it was received February 18, 2019. Hopefully, this time is the last time I sent this package.

This checklist thing has been bugging me for a while now so decided to do a little digging on past scenarios. When the checklist was updated in June 2017, CiC under their notice section had a post on the 13th of June stating they would accept old ones until 15th July 2017.
When the checklist was updated in Feb 2018 there was a similar post stating March 15 2018 as the last date. It also specified this
‘The checklists and guides replace the ones that were made available on this website in June 2017 (and which received a minor update in October 2017 to reflect the change to the age limit for dependent children).’
There was no notice of specific grace time period for the October 2017 minor update.
Even when the checklist was updated June 2018 no such notice was posted as well as nothing for December 2018 update either.
This can be a good thing since they haven’t put a deadline on either updates and wont be strict about this minor change specifically looking at past history. (There are forum posts when people said everyone in that particular month received AOR without any returns based on old checklist.)
AOR is 57 days average for December applicants. No one from January hasn't got AOR yet, as well as some Dec 31 are still waiting. I believe today or on Monday we'll see first Jan AORs.
