Really up to you, as it took me more than 20 days between my spouse BIL and my BIL, I would probably wait and if it's taking longer than that, then raise a CSE.
My AOR is same like yours Feb 14th, and I haven’t got my MEP yet....so I think, we just have to hang in there, and eventually u will get it. Lot of people are getting their Biometrics 10-14 days after the medical these days.

I also wanted to confirm that i simply uploaded ADR to my acc at given space..is there anything i must do to ensure submission of ADR?
As I recall, after you upload you have to actually send (or transfer, don't recall the exact process/terminology) them as well. This involves some kind fo declaration and entering your password if I recall correctly. If you've completed everything you should see "Review of additional documents: We are reviewing the additional documents you provided." instead of awaiting documents or words to that effect.
AOR Feb 22, PNP-CEC, inland and I just found that I passed the medical exam on my status page atcic.gc.ca. Weird thing is they didn’t send any alert/notification email that I passed it. They are also in prosess for the back ground checking. Is the background check the same thing with Criminal check?
I got BIL many days after I raised a CSE, their response from RSE was very generic and did not mention anything. So I can't say if raising the CSE did anything or not, but if I was in doubt, I would try (even though lately I haven't been able to receive any auto reply back after raising CSEs).
