Hi I’m sending mine this Monday (Feb.5th) for the tax year; it would be 2016,2015,2014,2013 only right ??

It will be 2017 back to 2013; as long as you are required to file taxes and you filed taxes for 3 out of them, then you shall be fine even if you haven't yet filed taxes for 2017.

so I can apply with 2 years file taxation because for 2017 file taxation will begin at the end of Feb 2018

no you can't, it has to be 3 years of tax submission.

Thanks but some say years of tax submission. Which is not 2017 yet?! Also transcripts. Do I have to send the original ones or photocopy is okay.?

Yes you can't. Once you receive the email within 24 - 48 hours you should be able to access it!
