Based on average your NOC only reached 13 as of February 21, 2014. Since you already have got your AOR that means you are in :) sit tight have some popcorn and enjoy the waiting game :)

One of my friend applied on July 11, 2013. He got his Medical on February 21, 2014 and his e-cas changed to Decision Made today :D

I got mine after 5pm, it was about 8pm, it was kinda weird.

Yes we should be expecting MR and PPR early compared to previous applicants. Good for us. :)

Why on earth you sent your application via regular mail without any tracking number?
