Just called them now ... They said like they dont find my file in their system. They said even though it says its delivered on 27th, because of their security system - It would take two days to reflect in their system & asked me to give a call by the end of this week

Mine was 9/27. I spoke with the FBI...they have processed mine and will be mailing it in the next 24-48 hrs. Every date that falls on a Monday they take more time to process because they need to process everything they received on Saturday, Sunday and Monday.

Side question, by looking at your signature, it looks like even without PCC, they will still start the process of verification and validation?
I thought they will wait until PCC has been submitted.

You can submit rest of the documents but they won’t process until you have PCC
So you ask for an extension within 90 days period and then they give you additional 60 days to submit PCC
That’s when you submit all the documents
