Myself and my wife for Finger prints clearance,, USPS delivered on Oct 27th 2015..

"According to the FBI's records, your requests were both completed and mailed out on approximately 2/22/2016"

They were opening November 9th packages when I called earlier this morning (Eastern Time Zone).

On Friday, it was November 13. On Saturday, they had reached November 16. Today is Sunday, so likely no update since.
My application, which reached them on November 13, had the credit card charged today.

If someone stayed in the US twice for 4 months each visit (on a H1B Visa), is FBI police clearance is required?

unfortunatelly, yes. Since Feb this was updated and the 6 months don't need to be in a row.
I had the same issue, only my visa was J1.

My application was sent on 8th march. Of course I have included letter of explanation regarding the FBI PCC and also the AWB numer , scan of DHL system that they received and signed it and email from them saying they are working on 12.11.2015 applications.
So today I received a request from CIC asking me to provide it within 60 days.

1st point it - yes they do take into consideration the slow service of FBI.

2nd - does anyone know which applications they are processing now?
Mine was received on 21 dec and I am worried I might not get it in time ..
