I had the fingerprints done by a professional, though I am a bit skeptical about it. I was wondering if FBI rejects fingerprints often and what happens when they do? Someone mentioned them still charging the card and sending the letter even if the prints were rejected. How true is this please?

They will charge the card regardless because they are providing the service of reviewing the finger prints and if it is clear enough then sending you the letter. The finger prints aren't clear then it's not their problem. That's the concept. But I rarely heard if someone's fingerprint got rejected.

Your package goes through a screening process before it is put in the queue for processing. So your package delivered on 8th April might have been added in the queue after a couple of days. It will be processed soon.

Called them and was told they are opening packages upto Apr 14 and processing upto Apr 10
Well there are 2 queues - one for package opening and the other where the fingerprints are processed. Once package is opened it takes 2 to 3 days for the report to be processed and sent. Hence the 2 dates

I think you should send them an email with your proof of delivery requesting status and let them reply saying your package is not found. Are they giving an option for you to skip line and have a new application processed out of turn since it's essentially misplaced at their end. Ask them if they can at least do that. That will be good if they can make an exception.
If no, then use that email and attach your delivery proof and a new proof of reapplication - make a LOE and submit your PR application closer to the 90 day deadline. Good luck.
