If you provide proper proof and a LOE, CIC will give you an extension of 60 days to submit your PCC. They are very well aware of this issue. I have personally seen a lot of people doing this and getting the extension. The key is to provide the proof and explain it.
We already sent LOE attaching copy of the application, proof of payment, waybill, etc as a support of we requested the PCC. Our representatives said once we get the certificates we should send to them right away. According to FBI processing times we should get them by mid September. We also paid the fee for ROPR. We think we should be OK and we'll get our PR soon.

Just to clarify you submitted your EE profile without the FBI PCC ? So you just attached copy of the application, proof of payment, waybill and submitted rest all documents.
Hi everyone! Has anyone submitted a letter of explanation and had their application for PR approved without the FBI PPC (ie. without getting an extension, simply approving the PR application without the FBI PCC)? I've never lived 6 months or more in the US.

We submitted, as per representatives request, a LOE atraching all these supports (copy of the application, proof of payment, etc)
Our representatives said "once you get the certificates, send them to us immediately".
I think, and I hope I'm right, if you submit a LOE to CIC regarding any missing document, that will work in the meantime to process your PR
With a CRS of 474, If I were you, I would just decline the ITA and wait for the clock to start again. You'll get an ITA in 2 weeks max and then you dont have to hurry up.

Thanks for the reply! Is that over a year or how long? I've definitely never been in the US for 6 months during a calendar year but they asked for it after I sent my travel history. I haven't even spent 6 months in the US in the last 5 years!
