I am expecting the request of my FBI police clearance and PP by CIC local office in mid november. I have not received my PCC since yet and expect sometime around January. So what if i submit the results late to embassy. I know they will provide me with the deadline period to submit both and i can request for the extention but my main question is will it delay the process of getting my PR from the normal timeline even if i submit the results as soon as i receive them
First of all, I seriously doubt they will request your passport before they receive and assess your criminal clearances - so, while you may receive a request for your FBI clearance in mid-November, I wouldn't expect a request for your passport yet.
They will probably give you 60-90 days to submit the PCC. If you don't have it back in time, just fax the embassy and let them know you're still waiting. They're well aware by now that it's taking 3-4 months to receive FBI clearances - so they will give you an extension. And, yes - absolutely, a delay in submitting your FBI clearance will delay the processing of your application. As I mentioned already, they are not going to proceed with the latter stages of processing until they've cleared you for criminal inadmissibility.
