I am really embarrassed by this but I have to ask. I believe it was 6 years ago I was arrested for a bad check that I had no idea had been floating around for a couple of years. I was pulled over and arrested. Spent about 8 hours in jail and was released on bond. I went and paid off the check and had to take a class. Never went to court or anything.

My question is, what do I do on the background declaration? I know my FBI clearance will be coming back clean but do they ask for State criminal records? I feel like I should just say what happened on the declaration and hope for the best. Is this going to cause me problems? Should I go ahead and get a State criminal record and send it in with my application?

Buffalo usually asks for the state record if there is something of interest/note on the FBI record. I believe in your case it might be best to be pre-emptive and get the state records, because this can help you be prepared.

I hope I am just being paranoid, but is this going to be an issue with me being granted PR?

Depending on what shows up on the record, and what the equivalent of that (if any) may be in the Canadian Criminal Code, you may need to acquire some additional paperwork to prove you are "rehabilitated", if this is necessary. It may cause a delay in your processing, but again that's all depending on what is on the record.
