hi there me again. this time im thinking about what I can do or what i can help out it with trying to get my father in law back to canada. He was working in canada from 2010-2012, was denied refugee, took voluntary leave, left canada to mexico on october 11th 2012. Being here in Mexico he has had his boss try to sponser him through his work, but the canadian embassy in mexico city denied because they thought he would not come back to mexico after the agreed years to work in canada. Now he is desperate to go back. What is it that he can do now to try to go back to Canada? What options are there for him?

There is pretty much no chance for him to return, except by the PGP (Parents) Sponsorship program. In this case ONLY his direct child would be eligible to sponsor him, so first the son (your spouse) must become a PR. Then you and your spouse must meet the qualifying LICO amounts based on your combined income for 3 consecutive years, and only then could you start the sponsorship process for him.
Considering your other post and the difficulties it will be just to get your spouse PR status, your father-in-law may have an incredibly long time to wait (looking like around 10 yrs or more as a rough guess).
Agreed that applying to immigrate is his only option (assuming he qualifies to apply). Zero chance he's going to be approved for a work permit given the past refugee claim.
