Can i apply for family migration with my Child 16 years old and 21 years old without my husband? He can’t come with us because he is accompanying his mother and father

Yes you can apply with your husband but put him as non-accompanying. Given the age of your children you must be in your 40s/50s which will make it difficult for you to qualify for immigration.
