My friend start his studies in September 2017 . He just want to know that he is enrolled in one year course, after one year he would like to extend their study permit. When he will start his next study in September 2018 or may 2018. Drop after completion of one year study is eligible or not.

Sorry understand now. Its a gap of 4 months (almost semester). He cannot work inbetween and for pgwp he may (call cic to confirm it) get only for the last course with the latest change in rule
 
Apply for an extension 4 months before the SP expires. You need to have a seat when you apply for that extension. You also need to have enough funds for that.

means he is eligible foe September 2018, his sp expired in july2018 and course completed in April2018

Nope. He will need a new SP for that one if its like that
