Hi, have a question and not sure how to proceed??

I have a friend that i am trying to find some answers for

he came to canada in may 2013 on a work permit under the old lmo system but didnt apply for SINP nomination when he should have.

My question is this:

I just checked the sinp website and it looks like it isnt allowing new registrations, but the route i believed he needed to go through was to apply for nomination, get the file ref number and then apply for a extension to his work permit quoting the fact that he had applied for nomination and was awaitin a decision thereby allowing it under implied status???

is this the right way to do it????

the company has given him a new contract for the next 3 years and a company nomination letter and he is doing his ielts english language test
 
I just checked the sinp website & it looks like the application process is open for registration (I didn't check all categories - what's your friend's noc code/skill level?) ???

I think I may be misunderstanding your question, but once one receives a nomination letter from the sinp programme, one can apply to extend/renew WP (as long as one meets the rest of the CIC requirements).
 
I think your friend can apply under Experience class category , but for that his work permit must not be expired.
