My wife is a PR holder, but her card has expired and her residency obligations not met. I'm applying through Express entry now. In the section where it asks, if the spouse is a permanent resident. What should I answer? That she is a PR holder or I should just mention "No"
Is it compulsory that I should revoke her PR first? or I could go through Express entry with her being a PR (card expired)?
Your wife is a PR as long as her status hasn't been officially revoked, even if she doesn't meet her RO. You would need to answer Yes to that question.

If I say yes, and my points will rise up. In the end, I cannot apply with her being a PR, because what is heard is I need to renounce it before I apply for express entry. and If I renounce, my points will go down and ITA will be invalid. isn't it?

She will be non accompanying and not included in your application. It doesn't affect your points.
