What if my mailing address is different from permanent address? As for instance, now a days i am living in another city temporarily and my permanent address is different on my Docs etc. How will it effect my application and what should i do?

Mailing address is where CIC will send hard copies to, if any. Well, if you have some family member who can notify you if they receive a post from CIC, then give that address.
What's next after ITA by CIC? Can I submit all my docs first without medicals and police clearance to follow? I need to submit it my IELTS before it expires. Thanks!

You must submit ALL the documents, including meds and PCC upfront. From what I know, only people who have applied for FBI PCC are being considered to send in their PCC a later point in time.
If your IELTS expires, I'm sorry but you have to retake the test.

I got my documents evaluated by WES. The evaluation came back as follows:
The first degree was evaluated as 'Bachelors degree (four years)' and the second one was 'completion of a second undergraduate major'
The Canadian Equivalency Summary is: 'Bachelors degree (four years) and completion of a second undergraduate major'
Would this qualify for 'Two or more certificates, diplomas or degrees'

NONE will Qualify for 'Two or more certificates, diplomas or degrees'. You have to one bachelor degree so the same has to be selected in EE profile. Above all, the Degree Eligible having accrued highest valuation is mentioned on TOP in 1st page in WES evaluation report...

I too have Ontario PNP Interest Letter. However, all documents have to be physically sent to Ontario. Is there any Online Option for submitting docs and online payment mode of Fee payment?

No. All the documents must be sent through snail-mail and the payment should be in one of the formats specified in the application guide. No online payment option is available.
If you are talking about Ontario Nomination, then NO, you need a CRS of at least 400.
If you are asking if 301 CRS will fetch you an ITA, NO. The score has never gone below 450 till date and there is no good reason to believe it will ever go down below 430. You must try and improve your CRS.
You can try and get a CLB-9 in IELTS (8 in Listening and 7 in the rest). This will help you fetch more CRS points. This is the only way through which you can fetch points in a short span of time.
