I received the ITA and I'm working on my Police clearance letter from my Country's Police Department. To whom should it be addressed to ?

What do you mean by address it to...?
You scan and upload it in the appropriate field.

It will be a standard template which your authority issues to all applicants for Police Clearance. As mentioned by @Peacekeeper87, you just scan what is given to you and upload while filing your eAPR.

Yes, I understand that all my documents needed to be scanned and sent.

I meant when filling the Police clearance application, it requires me to provide the following information;

"High Commission/Embassy/Consulate Name (Addressee & the Name of the Authority)"

I wrote Government of Canada. maybe that will help.
