It is not an issue, the system does that because it does not take in account days, just full months.
This is a well known "ISSUE". You are, however, responsible for making sure that the # of points awarded to you is correct.
If you are being given additional points for an additional year of experience that you have not completed yet: if invited to apply, should not submit your application until this is true. Otherwise, it could lead to your application being refused.

So let's say there is a draw on Wednesday and I receive an ITA, should I accept it , gather documents and then submit after February (when I'm eligible for 3 years work experience)

You can receive the ITA before, just hold off on submitting the full application until you've completed 156 weeks (3 years). No need to decline ITA though.
You could do it before and nothing might happen, but why risk it? You've waited at least 3 years, you can surely wait a couple more weeks.
