I want to apply for Express Entry Permanent Residency soon and I wonder if this is the best time of the year, or should I wait.
I also wonder if I have to
- pass IELTS first
- do WES evaluation first
before going ahead to create my profile for PR.

15 years IT experience with me
Bechelor's degree
Wife having Master degree
5 year old son
All advices highly welcome.

Both you and your spouse should do IELTS and get WES (ECA) evaluation for your studies (if you did not study in Canada).
After that, you can create your EE profile.

Finally as your wife has Master's it could be a better idea to appy with her as principal applicant. But as you have 15 years exp & depending on your wife's work experience; you have to check if your score is better or your wife's better to use as principal applicant for EE.
