"Ontario is currently developing its approach to Express Entry. Information will be posted on our website as soon as it becomes available."
Any insights as to when will Ontario have their Express Entry program set up?
Additionally - will the Ontario Express Entry PNP program be applicable to Masters/PhD graduates stream or would it only apply to the skilled worker ones?

http://www.cic.gc.ca/english/immigrate/provincial/apply-how.asp
As per the above link it says "Your certificate will show which stream you were nominated under. This will tell you if you should apply under Express Entry or the regular application process."

Between what? They have to create EE stream first then you can apply.

It depends on what stream you get nominated for- EE or Regular PNP? If you were nominated under an Express Entry stream, then you will be considered in EE else you should apply using the regular application process.
What happens to those who already applied in Jan 2015?

Why do u think that. What if the rules are like BC?
can we still apply for the PR through old provinvial nomination programs?
I heard that all the applicants will apply through entry after 1 jan'2015

It's what it looks like right now. But they might let old applications also go through EE
