Well Letter I am using is the one my company have filed for Work Permit extension.
So, It says salary, job description, full time, etc.
Ok. In my explanation letter, I have mentioned that
1. my employer is Toronto based
2. ICT WP is for Entire Canada
3. I will move to Toronto as soon as my current assignment in Montreal is over.

This is pretty good, if you can add anything RE personal connections/ties (friends, family) or place to stay in Toronto, that would be good. But the fact that your job offer letter says you will be based out of Toronto, that's very good.
The reason why the letter of explanation is important (in addition to the job offer letter) is that the OP is currently living and working in Quebec, and IRCC needs to be satisified about intentions to leave Quebec.

So, I entered "actual Montreal address and various location across Canada" and put an explanation in letter saying I will move to Toronto after my assignment is complete. That is my intention.
If I put Toronto address, I don't have any Offer Letter to prove this.

As far as my employer is concern, My file is like a regular employee in Ontario location. But its just the client site is in Montreal and I have to be there physically. Do you have a similar situation? can you share?
So, your case is far simple then. You should be least worried.
Just write a Letter of Explanation on 1st page explaining the situation.
Explain that your employer is Ontario based and you are working for client site in Montreal.
Do you have a fixed contract in Montreal ?
