Once you have PR, you have the right to live in any province. But if you are receive Provincial Nomination, you have a moral obligation to remain in the province that nominated you.
If you gain PR without PNP, you have no moral obligation to remain in the province you listed in your eAPR.
"More opportunities" is very subjective. You can use job boards like workopolis.ca, indeed.ca, monster.ca etc and do some research by giving filters (see where IT jobs are available).

Ideally, if you have two Bachelors, your Canadian Equivalence Summary in ECA should say 'Two Bachelors'. You can select 'two or more certificates...' option, meanwhile, get the ECA summary updated.
I have a question about work experience requirement. Is it a deal breaking condition, even if one has enough CRS in the pool of EE, but no job experience?
With the new changes (points for having a Canadian educational degree) my estimated score is around 470. But I have no job experience outside or inside Canada (other than TA/RA in a Canadian university that does not count). Can I still apply and be consider in the pool?

You are not eligible to apply under EE without any work experience. To apply as a FSW, you need at least one year of continuous work experience in the past 10 years in one NOC(0/A/B category) and you have to score at least 67/100 in the FSW points grid. To qualify under CEC, you need at least one year for work experience in Canada within the last 3 years.
