I have few queries regarding my brother express entry Eligibility

Little back ground

Education ACCA Certified also have 2 year bachelor degree
Age 26
IELTS R 6.5 S 6 L 8 W 6.5
Working as an junior accountant (almost 3 year experience)
According to Canada Visa comprehensive-ranking-score-calculator his points are 358

According to Ministerial Instructions respecting invitations to apply for permanent residence under the Express Entry system #53 – January 25, 2017(about 459 points)


Need your help
Is he eligible or........

Another thing regarding ECA which process is more convenient WES Or IQAS

He needs to get his credentials assessed in order to be eligible.

Cic shows he is eligible but can any one explain about 459 points which was mentioned in ministerial instructions

Every few weeks cic do a draw and say "anyone with xxx or above gets the invitation to apply". Meaning if you have a score higher than xx you send off your documents and they process your application. The lowest the score has ever dropped is 450. With 358 he will need an additional 100 points from somewhere.
