MOST outland applicants get processed at the LVO nearest to their location. They my get processed somewhere else but that's an exception.
Let's not forget also that some people just ASSUME their application is processed by Ottawa as it's the federal capital, when in fact they do not know that it may get transferred to LVO.
So seeing Ottawa in some spreadsheet or on Andy's tracker is not necessarily true.

In my case, i called and confirmed Ottawa as VO. I am OINP PNP-O. I see a trend for PNP inland and outland. While Ottawa is currently processing Jan 2017 CEC, we have inland and outland PNP stuck since Sep in fact...
Well even Sep will only be 6 months by end of March so we wait
